Michelle Abreu Vargas specializes in corporate transactions, banking & finance, project development, energy & infrastructure, as well as in the industries of financial services, securities & capital markets, fintech, technology, media, and telecom (TMT), oil & gas, among other regulated markets.

In her 19 years of experience she has advised local and international clients in a wide range of high-level transactions including project finance, private equity, mergers & acquisitions, joint ventures, state planning and corporate structuring, as well as in the development of infrastructure projects, public-private partnerships (PPP), concessions and contracts with the State.

 

He regularly advises clients from regulated markets on regulatory matters as well as on obtaining authorizations and licenses from regulators, including issuers, investment funds, brokers, banks and financial institutions, fintechs, payment service providers, telecommunications service providers, waste management, fuel and power generation companies, among others.

 

She is also recognized in the market as an expert in energy & infrastructure. She normally advises clients from the public and private sector across the energy industry in the structuring, development, acquisition, investment, financing, and operation of various large-scale energy & infrastructure projects, including project developers, financial institutions, fund managers, private investors, project buyers and sellers, O&M and fuel suppliers, EPC contractors, among others. She has been ranked as “Next Generation Partner” by The Legal 500 - Latin America for the Energy & Natural Resources practice area for two consecutive years, in 2023 and 2024.

She has been appointed as expert leader of the Energy Roundtable of the Green Taxonomy Project developed by the International Finance Corporation (IFC), the Superintendency of Securities (SIMV) and the Ministry of Environment and Natural Resources (MIMARENA). She is founder and member of the board of the Women in Renewable Energy Dominican Republic association, “Mujeres en Energía Renovable – República Dominicana (MER-RD)” and former Vice-president of the renewable energy association, “Asociación para el Fomento de Energías Renovables (ASOFER)”. She is also former coordinator of the renewable energy commission of the Energy Committee of the American Chamber of Commerce (AmCham-RD).

 

She has contributed as a co-author to several publications in her areas of expertise, including among others:

  • “Oil & Gas Country Comparative Guide – Dominican Republic”, The Legal 500 Energy (November 2020).

Michelle is admitted to practice law in the Dominican Republic, graduated from Pontificia Universidad Católica Madre y Maestra (PUCMM, 2005) and has an Executive master’s in business administration (Barna Business School, 2015) and a postgraduate Diplôme Supérieur d’Université (DSU) in Civil Law (Université Pantheón-Assas Paris II, 2007). She is also accredited by the Center for Sustainability and Excellence (CSE) as Certified Sustainability (ESG) Practitioner (2022).
